Network architecture design
End-to-end architecture design for mission-critical radio and broadband networks, with redundancy, fallback, and resilience built in from the start.
CellQual provides engineering, integration, and support services for mission-critical communications networks in public safety, defense, critical infrastructure, and emergency response environments. CellQual designs and integrates mission-critical communications systems with redundancy, fallback capability, and tested resilience built in from the start — not added as an afterthought.
Mission-critical communications differ from ordinary voice and data services in one fundamental way: failure has direct consequences for safety, security, and operational effectiveness. A public safety radio network that fails during a major incident, a command network that loses connectivity during an operation, or a utility control network that goes down during an emergency are not inconveniences — they are operational failures with potential life-safety consequences.
CellQual provides engineering and integration services that help organizations design, build, and sustain mission-critical communications capabilities. We work across the main communication technologies used in mission-critical environments: land mobile radio, broadband PTT, private LTE and 5G, and integrated command platforms.
Our mission-critical work spans public safety (police, fire, ambulance), government and defense, critical infrastructure (energy, water, transport), and large-scale emergency response operations. In each case, the engineering principles are the same: redundancy to eliminate single points of failure, rigorous testing before operational handover, clear maintenance and support arrangements, and a system design that prioritises reliability over all other parameters.

In a communications context, mission-critical means the system must function correctly, reliably, and without degradation even under the most demanding conditions — high traffic load, emergency scenarios, infrastructure damage, or active interference. Mission-critical standards typically require defined availability targets, priority access for emergency users, rapid call setup times, and graceful degradation rather than catastrophic failure.
A standard enterprise network is designed for normal business operations. A mission-critical network is designed specifically for operational environments where failure is unacceptable. This means higher availability requirements, greater redundancy, more rigorous testing, dedicated rather than shared infrastructure, and specific features such as emergency calling, priority queuing, and direct mode operation when infrastructure is unavailable.
Mission-critical communications systems typically target annual availability of 99.999% or better (often called 'five nines'), representing less than five minutes of planned plus unplanned downtime per year. Achieving this requires redundant infrastructure, backup power, diverse transmission paths, and rapid fault recovery procedures. CellQual designs mission-critical networks with these targets as a starting point, not an afterthought.
Direct mode operation (DMO) allows radios to communicate directly with each other without going through network infrastructure. This is critical for mission-critical communications because it maintains some communication capability even when network infrastructure is damaged, congested, or unavailable. P25 and many tactical radio standards mandate DMO capability. CellQual verifies DMO capability and coverage as part of mission-critical network design.
Mission-critical radio systems typically support emergency call features including an emergency button that overrides normal traffic priority, automatic identification of the caller and their location, alerting of the control room, and channel reservation for the emergency call. P25 networks implement the Emergency Alarm and Emergency Call features. CellQual configures and tests emergency call handling as a specific acceptance criterion.
