Site selection and radio planning
RF propagation modeling, site candidate assessment, and coverage simulation to identify optimal site locations for meeting coverage and capacity targets.
CellQual provides end-to-end network planning and rollout engineering services for mobile operators, private network owners, and connectivity providers — from site selection and coverage design through to deployment coordination and post-rollout performance validation. We close the gap between what planning tools predict and what the deployed network actually delivers — through rigorous field measurement, post-activation testing, and targeted optimization after launch.
A network rollout is one of the most demanding engineering and project management challenges in telecommunications. Hundreds or thousands of sites must be planned, designed, acquired, constructed, integrated, tested, and activated, with each decision affecting coverage, capacity, and long-term network quality. Errors in planning are expensive to correct after deployment.
CellQual supports network planning and rollout programs across multiple phases. Our engineering support covers radio planning, site design, rollout program management, and post-activation performance validation. We work alongside operators' internal teams, providing specialist engineering support that accelerates delivery and reduces the risk of planning errors.
We have supported rollout programs for new operators establishing network coverage in new markets, established operators adding capacity or new technology layers, private network operators deploying dedicated connectivity for industrial and enterprise sites, and government network programs requiring structured coverage extension.
RF propagation modeling, site candidate assessment, and coverage simulation to identify optimal site locations for meeting coverage and capacity targets.
Technical design of individual sites including antenna systems, feeder routing, equipment configuration, and integration with the transport and core network.
Planning of the rollout sequence to optimize coverage build-up and manage dependencies between sites and network elements.
Technical coordination between equipment vendors, site contractors, and the operator's own teams during the rollout phase.
Systematic testing of new sites before activation to confirm that installation and configuration meet specification.
Coverage measurement after rollout to validate achieved performance against the network plan and identify sites requiring adjustment.
An operator is building a new network or entering a new area.
An operator is upgrading technology across its network.
An operator needs a densification or small cell programme planned.
An infrastructure provider needs rollout planning support.

CellQual can provide support across the full rollout lifecycle or focus on specific phases depending on the customer's need. Some customers need an end-to-end engineering partner. Others have strong internal project management and need specialist RF planning or acceptance testing support. The scope is defined based on the customer's specific requirement.
Radio planning software uses propagation models and terrain data to predict coverage, but predicted performance always differs from actual performance to some degree. The accuracy of the prediction depends on the quality of the propagation model, the terrain data resolution, and the accuracy of the site parameters used. CellQual complements planning tool output with drive testing and field measurement to bridge the gap between prediction and reality.
After rollout, CellQual can provide ongoing optimization, scheduled drive test campaigns to monitor network performance as traffic grows, interference investigation, and technical support for site issues identified in production. The scope of post-rollout support is agreed based on the program requirements.
Coverage prediction uses software models and terrain data to estimate where a signal will reach. Actual coverage depends on factors that prediction tools may not capture fully: building materials, vegetation density and seasonal change, local clutter, interference, and actual antenna performance. Drive test measurement after rollout typically reveals gaps between prediction and reality. CellQual quantifies this gap through post-activation testing and addresses performance shortfalls through targeted optimization.
New sites can cause interference with existing sites, particularly if the frequency reuse plan is tightly packed or if propagation conditions are better than predicted. CellQual monitors for interference during and after rollout using drive test data and network performance counters, and adjusts antenna parameters to resolve identified interference problems before they affect service.
